Daphnée Elisma
Daphnée Elisma is a Canadian jurist and advocate for medical cannabis policy reform. She serves as Canada's national representative on the International Association for Cannabinoid Medicines (IACM) Patient Council, where she engages with United Nations institutions on medical cannabis policy development. Her work with Canadian federal institutions includes expert testimony before the House of Commons Standing Committee on Health and sustained dialogue with Health Canada and other federal agencies on issues of taxation reform, pharmacare integration, and equitable access frameworks. Ms. Elisma leads as founder of AUBE: The Voice of Medical Cannabis Patients, a Canadian non-profit organization that advances legislative reform and equitable access to medical cannabis through coordinated national and international advocacy initiatives. She is the founding organizer of the Quebec Cannabis Forum. This interdisciplinary platform convenes policymakers, researchers, healthcare professionals, and patient advocates to develop evidence-based approaches to cannabis policy reform. Ms. Elisma's advocacy centers on the integration of medical cannabis within public health systems and human rights frameworks, with particular focus on addressing systemic discrimination based on health status, taxation inequities, and institutional barriers that disproportionately impact marginalized communities.
